A Pre-Start Health & Safety Review (PSR or PHSR) is a review of equipment and/or process for safety. It is enforced by Ministry of Labour requiring industry to engage the services of a professional engineer to review equipment or processes when any one of the following eight circumstances exist. The circumstances are enacted under Section 7 of Regulation 851 for Industrial Establishments on Oct.7, 2000.

These 8 circumstances are reworded as follows:

  • Safeguarding devices that signal the apparatus to stop, or barrier guards that use interlocking safeguarding devices.
  • A rack or stacking structure
  • A process that has a risk of ignition or explosion
  • A dust collector with an inherent risk of ignition or explosion
  • An aluminum or steel factory or a foundry or other molten material handling
  • A lifting device, traveling crane, or automobile hoist
  • Worker exposure to a designated substance in excess of legislated occupational limits
